I'm a citizen of the USA and my sister is from mexico. I want her to vaction here for 2 weeks legally. How?
She is a student in mexico and i am one here. i want her to be able to be here for my graduation in Dec. What do i do????

apply for a visa. You can ask your school to send her a invitation letter for ur graduation. Then, she can apply for the visa easier. My mom did the same thing too.

Unless your sister has other US immigration documents, she will need to apply at the nearest US foreign mission in Mexico for a B1/B2 visitor's visa. See the following Department of State website for other information: http://mexico.usembassy.gov/eng/evisas.html
